Manchester’s city patrols can levy £80 penalties on the spot for environmental offences including littering, ‘engine idling’ and ‘unlawful distribution of free literature’.
Spokesman Neil Swannick said: "Parking attendants already play a vital role in the city centre on a number of non-parking-related issues, such as combating vehicle crime and preventing the fraudulent use of blue badges.
In a world where the traffic warden thinks he is a Policeman do we really want to give him yet another excuse to make money for the city - I think not.

NB...so theres a couple of minutes before the buses internal mechanism turns the engine off..That to me would equate to idling..Not an excuse..slap the ticket on that bus(before the thing switchs itself off)..Think On..because I can remember after Traffic Warden deregulation a Bus Driver got issued a parking ticket at a Bus Stand on Cannon Street.
Interesting comparison with Switzerland...a country with an average population density of 472 per square mile..I'm sure turning off your engine works well there..I defy anyone to negotiate Deansgate rush hour traffic without being held up for minutes on end..Engines turned off then re-started with busy City Centre routes equates to further Gridlock.Oh and lets make sure buses/taxis turn their engines off too and add to the impending chaos.
I'm not in favour of traffic wardens trying to fine people for litter. I've got a much better idea. Don't drop your litter. Put it in your pocket until you reach a bin. Then you can deprive them of hitting their financial targets, and keep your city clean at the same time.
